Dual Education
In order to improve the educational process and enhance the practical training of students, the college actively implements modern pedagogical technologies. One of the most effective and time-tested models for training future specialists is the dual education system. Its key feature is that a significant part of theoretical knowledge is acquired at the educational institution, while core professional skills are developed directly in the workplace, under real working conditions.
Dual education is a model of vocational training based on partnership between an educational institution, an employer, and a student, with shared responsibility among all parties. This system enables future specialists to successfully combine theory with practice, while allowing employers to train qualified personnel in accordance with professional requirements.
Dual education has been implemented at the college since 2016. The system is introduced on the basis of the Law of the Republic of Kazakhstan “On Education” (2007), the Labor Code of the Republic of Kazakhstan (dated November 23, 2015 No. 414-V), the Order of the Ministry of Education and Science of the Republic of Kazakhstan dated 2016 No. 50 “On Approval of the Rules for Organizing Dual Education,” as well as other regulatory legal acts.
For the first time, in the 2016–2017 academic year, 25 students were enrolled in the dual education system in the specialty “Nursing” with the qualification “General Practice Nurse.” In subsequent years, the number of students increased annually:
- 2017–2018 academic year — 50 students
- 2018–2019 academic year — 75 students
- 2019–2020 academic year — 124 students
- 2020–2021 academic year — 99 students
- 2021–2022 academic year — 97 students
- 2022–2023 academic year — 140 students; from the 2022–2023 academic year, the specialty “Laboratory Diagnostics” was included in dual education
- 2023–2024 academic year — 332 students; from the 2023–2024 academic year, the specialty “Nursing” with the qualification “Applied Bachelor of Nursing” was added
- 2024–2025 academic year — 305 students; dual education was implemented in the specialties “Nursing” (qualifications “General Practice Nurse” and “Applied Bachelor of Nursing”) and “Laboratory Diagnostics”
- 2025–2026 academic year — 318 students; dual education is implemented in the specialty “Nursing” with the qualifications “General Practice Nurse” and “Applied Bachelor of Nursing.”
The implementation of the dual system is carried out in cooperation with the Atameken National Chamber of Entrepreneurs through the coordination of curricula and educational programs. In accordance with the Order of the Ministry of Education and Science of the Republic of Kazakhstan dated 2016 No. 93, a tripartite agreement is concluded between the college, the enterprise, and the student. Since 2025, all tripartite agreements have been registered on the CAREEHUB.KZ platform.
In accordance with the State Compulsory Educational Standard of the Republic of Kazakhstan and the Law “On Education,” 12 clinical bases have been approved for the implementation of dual education:
- Municipal State Enterprise on the Right of Economic Management “City Multidisciplinary Hospital and Consultative Diagnostic Center”
- Municipal State Enterprise on the Right of Economic Management “Zhambyl Regional Multidisciplinary Hospital”
- Municipal State Enterprise on the Right of Economic Management “Zhambyl Regional Perinatal Center”
- Municipal State Enterprise on the Right of Economic Management “Zhambyl Regional Multidisciplinary Children’s Hospital”
- LLP “Sadykhan Regional Consultative Diagnostic Medical Center”
- Municipal State Enterprise on the Right of Economic Management “Zhambyl Regional Rehabilitation Center”
- Municipal State Enterprise on the Right of Economic Management “Zhambyl Regional Dermatovenerologic Dispensary”
- LLP “Zhanshuak Medical Group”
- Municipal State Enterprise on the Right of Economic Management “City Polyclinic No. 2”
- Municipal State Enterprise on the Right of Economic Management “City Polyclinic No. 5”
- Municipal State Enterprise on the Right of Economic Management “City Polyclinic No. 7”
- Municipal State Enterprise on the Right of Economic Management “City Polyclinic No. 9.”
Since 2016, specialized clinical classrooms have been established in medical organizations for conducting practical training and dual education. Currently, 11 such classrooms are in operation:
- Zhambyl Regional Multidisciplinary Children’s Hospital — 2 classrooms
- Zhambyl Regional Perinatal Center — 1 classroom
- City Polyclinic No. 9 — 1 classroom
- City Polyclinic No. 5 — 1 classroom
- Zhambyl Regional Dermatovenerologic Dispensary — 2 classrooms
- Zhambyl Regional Multidisciplinary Center of Oncology and Surgery — 1 classroom
- City Perinatal Center — 1 classroom
- ARAI Medical Center — 2 classrooms.
The dual education system significantly increases graduates’ competitiveness in the labor market. The main outcomes of its implementation include:
- high graduate employment rates;
- mastery of employer requirements during training in a real production environment;
- high psychological adaptability of trained specialists;
- early development of teamwork skills;
- implementation of the principle “from practice to theory,” whereby theoretical knowledge is reinforced through real-life situations.
The college has introduced a mentorship system as an important pedagogical mechanism linking theory and practice and facilitating students’ professional adaptation. In accordance with the Order of the Ministry of Education and Science of the Republic of Kazakhstan dated April 25, 2020 No. 160 “On Approval of the Rules for Organizing Mentorship and Requirements for Mentor Educators,” mentorship is provided by bachelors of nursing, senior nurses, and chief nurses.
The mentorship system provides students with:
- easier professional adaptation through direct work with experienced specialists;
- development of sustainable clinical skills;
- enhancement of effective communication and teamwork in medical organizations;
- continuous support from a professional mentor during the training period.
Currently, 24 mentors are actively involved in the dual education system. They make a significant contribution to the development of the college by participating in the development of educational programs, preparation of examination materials, serving on juries of professional competitions such as “Best Paramedic,” “Best Nurse,” “Desmurgy,” and “Best Pharmacist,” as well as conducting meetings with graduates.
